Park on something that will not transmit moisture thru itself up to and around the tires. Plastic, rubber belting or something like mud flaps. Galvanized roof flashing or aluminum roof flashing.
Concrete, gravel, wood, even treated wood, will all store and release moisture so it can flow up and around the tires. Covers are good for trapping the moisture and should be vented or not used if the vehicle is indoors.
