I'm not in SC, so my comments may not apply. Why do you think you need to go to a dealer for your inspection? Surely, there is a light/medium duty truck facility that can handle the size of your RV and can do the work for you.
Here in Utah, the inspection fee is a set rate. Many dealers find that the time needed verses the revenue is not worth it. Most independent garages do a great job of safety inspections, and the new emissions requirements are for using a computerized machine, a real no brainer, if you can find the tail pipe.
I am not sure what you need to de-Winterize, but I just fill the water tank, add a little bleach and flush the system. Takes about twenty-thirty minutes.
