It really sounds to me like the fan (either side) is being jammed by something. If the compressor is coming on briefly, it may overpressure due to lack of fan across the condenser and shut itself off. See if you can move the fan freely without being plugged in; then try again if you can. Hope that is what it is; otherwise $.
