Removing Seat belt under dinette?
Are there any legal or re-sell ramifications if I remove the the seat beat framing under dinette?

We did this. Be sure to check if any of the wiring, etc runs through the metal frame that the belts are attached to the flooring with. We actually had to have the metal frame cut to remove it because of the stuff that was there.
