Yup - in our RV you pull up the cushion, and then there is a plywood seat with notches cut in it through which the seat belts pass through.
If you don't want them, just lift up the plywood seat and stow the belts down in the compartment under the seat. Put the plywood seat and cushion back in place and poof! No more seat belts.
