Have you discussed this idea with legal consul ? In your home state where its registered , does the DMV and ins co. get involved when you alter a motor vehicles passenger capacity ?
What comes to my mind is :
RV’s and accidents , I can tell you they do not hold up well and tend to flatten out on impact. What once was inside is now outside on the highway.
No airbag protection and Lap-belts are not harnesses ,
passengers can suffer serious injuries with just a lapbelt.
For now , I honestly think you should scrap this idea of YOU altering a motor vehicle to transport passengers.
You really should get a legal consultation before you go any further. All MV’s get impounded in the event of a fatality or serious phys injury MV accident. You are putting YOURSELF in a position of liability IMO. YOU are the one that altered it.
ASK a legal opinion from an attorney with experience in this field .
