The actual "steel cage cab" is identical from 1993 to 2018, so the driver and passenger won't see a difference in leg room and such between all those years. All changes were made around that steel cage foundation. The extra inches introduced in 2008 is related to the styling. I believe the styling from 2008 to this day may have a slight improvement with air flow thru the radiator and engine compartment.
But most certainly, the E350 and E450 from 2008 to this day are better than previous years for a number of slight improvements of which you touched on. 2008 was the only year in that has the current-day chassis & front grille, but has the previous dash board. 2009 was the first year with the current-day dash board that is more verticle with improved location of 12V outlets, an improved center console, and the introduction of a glove box.
Changes were made every few years going all along the way with slight engine improvements and better/smarter transmissions. The general, the rule is......."The Newer, The Better". But getting a 2009 E350 or E450 chassis gets you real close to the current day 2017 model.
