I went to a place in Kissimmee FL called "Blue moon". They rebuild starters and electrical stuff. They hooked some wires to the motor and a 12 volt power supply, and it ran fine. Onward to trouble shooting again. With the switch on I read the voltage at the motor terminals on the harness, it was reading twelve volts the went to six, then to 2 then to twelve. No the switch wasn't set to intermittent, it was in the full on mode.
Lets tears stuff apart searching again.
after bending around to see under the dash with a flash light it seem you can remve part of the top of it. This is a shot of the part removed from the top of the dash so you can get in there and work with out doing Yoga on your back. it has a listing of the fuse ratings. I don't have some of the stuff listed here, may be over time it has been removed, or it was just prewired for it at the factory if you got the parts or not.
