if the screw head breaks off
and the bracket can be removed
before grinding
i would try vise gripes, or perhaps cut a slot in the top and try a good
'flat sided' flat blade screwdriver, NOT the avg run of the mill tapered blade straight screw driver
any screw that rusted and that tight has probably penerated the metal tubing framing in the wall, an overnight soak with a penetrate like kroil might allow for removal
