The pic of the screw you posted is a sheet metal screw. It is likely that you are screwing into a lightweight steel frame, (read tubing), that is about .065 thick. A fine thread bolt will not have a huge amount of holding power.
Best bet, is to find some larger than what you have screws, that are self tapping. They look like they have a drill bit on the end, and will drill the correct size hole for the screw, and then tap themselves right into the steel.
Some manufacturers have used lightweight square steel or aluminum tubing, and then inserted a piece of wood inside, which gives greater holding strength than just the steel tubing alone.
Without knowing, I would make the assumption that it is steel tubing and treat it accordingly, but, it's your coach.
