If you had an inverter the TV would run off the battery, which is charged by the engine. Doesn't matter if the engine is running or not for the TV to work.. I think it came with a small inverter (450 watts) wired directly to the coach battery. The 3 plug power strip probably plugged into the inverter, so the TV could run off of the battery which is inverted to AC.
Try sending a PM to TinyoneRV he can probably help you. He has the same year.
On edit. I didn't see an inverter listed in the user Manual, but I could have over looked it, or they may not have installed one in your Rt. (Rt would upgrade stuff all the time, and the inverter could have been a later add on) Also the previous owners could have installed one and took it out when they sold it. Any Rt dealer could wire in an inverter for you, but I suggest you buy one and bring it to them. I would recommend a 350 watt for the TV, and other small AC appliances.

In 2005 Rt did away with the converter/charger, and replaced it with an inverter/charger.
