Roadtrek dropped aisle floors of that vintage had some flex to them, but I would not call it spongy.
The dropped floor is completely fiberglass, there is no wood or bracing involved. It is supported completely by the flange around the edges of the hole cut in the original metal van floor.
I'd suggest you crawl underneath with a bright light and have a look while someone walks on the floor above. What you're describing could be perfectly normal.
