If you are licensed in California you have to have a extra endorsement for motorhomes over 40 feet regardless of where you drive them. But if your lic is from another state then the rules of your state apply, even in California. However, there are roads where you can't drive a motorhome over 40' and that applies to all motorhomes regardless of where you are licensed.
