Yep that's a new rule in Nevada as of 2 years ago, but its a non commercial class A license, they even dropped the R rated for double tow, anyone can double tow up to 70 foot and under 26,000 lbs, over must have a class A license non commercial..
I have a NV non-commercial Class B and just renewed it this week. If I also towed a trailer >10,000# then I would need a non-commercial Class A
