If you don't like using bleach, then you can sanitize your tank with Purogene
On the other hand, if you want to sanitize the water, and not the water tank, then you're talking about adding drops of bleach. Here are the EPA's Recommendations.
Always remember if you do not follow the NFPA 1192 standard to the letter you could very well be run in by the sanitizing police, that's if you don't die first.
