You might want to get a "Tilt A Rack".
However the thinwall tubing that normally suppots a tilt-a-rack motorcycle carrier is not nearly strong enough to tow a 5,000 pound boat. By replacing the thinwall tubing with a 36" long or 24" long hitch extension, then you can mount the tilt a rack hardware to the hitch extension, that normally would be rated at around 5,000 pounds towing capacity and around 200 pounds hitch weight.
For very heavy loads, consider a dual hitch extension, liked used on campers towing a horse trailer or boat behind a truck.
