There are two very good anti-theft methods. and one of those comes in a whole bunch of "Flavors" (Brand/odel)
That will be the first. A locking hitch pin.. They make them where the end is threaded and you screw on a special locking nut, they make one where there is a thingy that takes a padlock and one with a hole for a padlock, BLUE OX even has one they offer.
The second (And this is a 2 birds with one stone thing) is called an "Anti-Rattle Clip" by Blue ox. You don't really need one for towing but if you also mount a bicycle rack on the tow bar I recommend it (They make a bicycle carrier that fits on the "Tong" of the tow bar (The 2" bar that goes into the receiver" or in my case I have a custom hitch adapter that also holds the bike rack)
The anti-rattle clip is a bolt and nut thing, You need TOOLS to remove it (And to install it) at least a proper size wrench.. Odds are your thief won't be spending enough time to back off the nuts on it to remove the tow bar. And though he MIGHT be able to pull the tow pin (So if you do not use a locking tow pin do check when hooking up) he's not going to pull the tow gear without a wrench..
I use both. (I also hang my bicycle on the hitch which is why the anti-rattle)
