#1 - Yes, always leave the black tank closed until you are ready to dump. The grey tank is up to you. We generally leave the gray tank open. There are four of us, two boys, two girls and we fill up the tank after all four of us shower. It is just easier to leave it open. If we are away from the camper for a long time, like all day or longer, I'll close the gray tank valve. I also turn off the water as well. Better safe than sorry. In our almost 10 years of RVing, we've never had an issue with the sewer backing up into the sewer hose.
#2 - On both our RVs with roof A/Cs, the A/C cover was slanted in the front to help with air flow. I would think adding an airfoil like a tractor trailer has would just drop gas mileage even lower than it already is.
