As others have mentioned, it sounds like the cut-outs were left inside during manufacturing. I would take the rig in for warranty work. Advise them to disconnect the gray tank and fish out the two large circular disks left inside when cutting holes for the vent and drain pipes.
If left in the gray tank, the line worker likely did the same in the black tank and fresh water tank. You might later have trouble draining the black tank and getting on-board fresh water.
I wonder if you could at home flush out the disks. Fill both black and gray tanks to the tippy-top with fresh water (and a cup of bleach in each), then open one tank at a time and release the full rush. To further encourage disk-movement, use your tank-flush feature during that time.
