Confusing looking chart, but you seem to have it correct. The settings are for filling or pumping from your onboard tank as best as I can figure. I would be looking for where this pump is trying to send water(as in leaks or other valves open beyond the pump). A pump will also run all the time if the tank is empty or it is sucking air.
