In some cases yes, that can happen. But, in the case of a C-7, be it a 300, 330 or, 350HP version, the HUEI pump has tad bit of reputation for turning in early and, in many cases, it takes some or, quite possible, all the injectors with it. And, the estimate you see above is pretty close to right on, depending on the particular repair establishment and a couple other variables. The C-7 is good engine but, based on a few that have had this issue, they can get a bad wrap.
I'm no expert on logistics of this engine but, based on the amount of C-7 units produced, in not only motor homes but, over the road trucks, dump trucks, loaders, graders, Fire trucks, and more, the actual amount of break downs, in conjunction with the HEUI pump, is seriously small, based on all the info I could ever find.
But, like the OP, it can happen. That is one reason why so many owners of the C-7 really push maintenance, in terms of timely oil changes. The HEUI pump utilizes engine oil, to boost hydraulic pressure of each of the injectors for higher injection pressure. CLEAN oil IS A MUST!
