On our rig, the engine doesn't have to be running, but the key must be "ON". This is because the parking brake switch is part of the interlocks on the levelers. They want to make certain you have the brake on before putting your jacks down, so the ignition needs to be on in order to "sense" the parking brake switch is in the deployed position.
My slides are electric, and they will run on battery only, but it's better to have the engine or genny running or be plugged into shore power. One slide is also tied to the interlock system, so ignition must be "ON" in order to extend the slide.
Everything you mentioned could be purely procedural, with the exception of the genset cutting out. That sounds like a problem.
