It's just nature of a driver to not want to follow something obstructing the view ahead. I don't like it myself, so the tendency is to want to pass even if the obstruction is going the speed limit.
To me, they are going to try and pass regardless and it's better for both them and myself if its in a more controlled area of the road rather than a daredevil attempt on a blind hill.
I always try to accommodate the folks behind me whenever I can, especially on mountain passes where it doesn't matter what the speed limit is, as I'm driving to my limitations on the incline.
Another courteous practice is to leave space in front of you so cars have passing room to get back in the lane when they need to. Nothing as hopeless as seeing a caravan ahead of RVs or trucks with no gaps.
