I think for that year, there are two in tank filters. One pleated paper and a sock type filter. The sock filter is probably near the bottom of the tank and the one most subject to becoming clogged.
It is right that fuel movement within the tank does help to keep a filter from becoming permanently clogged but the pick-up remains at the low point and the low point is where all debris eventually settles.
