If the propane regulator is over 7 years old, replace it-- less expensive to replace than to test if you have to pay labor. $25.
Make SURE that you replace with the correct one-- the vent (quarter-sized screened area) MUST, repeat MUST face DOWN. So, if mounted horizontally, the vent will be perpendicular to the long axis of the regulator. If mounted vertically, it will be on the long axis of the regulator. Same price, and likely the part number will be only one digit different.
If that doesn't do it, THEN start troubleshooting.
