This is just a theory, but I wonder if inadequate caster might have a hand in it. Alignment shops like to avoid changing the caster, as it is hard work, so they may tell you the caster is good or in spec. Extra caster may keep the tire from "squirming" around quite so much.
All I have to back that up is that my Goodyear G670 tires have no signs of rivering (or other abnormal wear) and I have the caster set at 4-1/2 degrees. I had to take it back to get them to change it after the first alignment when they said the caster was OK.
