All of the Bluebird single pushers, equipped with Cat 3208's have a swing out radiator. You remove the bumper, then remove two bolts that hold the radiator in place and then it swings out.
I would challenge your contention that he "lied" about the swing radiator, because they do exist. Without a swing radiator, I would not be able to access the belts for inspection and changing.
