I would challenge your contention that he "lied" about the swing radiator, because they do exist. Without a swing radiator, I would not be able to access the belts for inspection and changing.

Without your stating of the operation of your particular coach, we, who have rear radiators of the norm, simply could not believe that it was/is possible because of what I, and others have stated. The obstacles/logistics (hoses, grills, connections, attachments, and a whole lot more, simply could not provide for something like that. It appears that Bluebird and or the chassis maker thought that out on yours.
On many of ours, the belts etc. can be changed with the radiator in place but, with lots of patience and, arm and hand articulation.
