Ok, I stand corrected on one point. They won't retract after using the last out feature. However, his problem is the switches. Fix those, and he's gold. Or, like MrWizard says, he could use a step stool. But switches aren't that expensive.
BTW, as I've said, most RVs wire the steps into the chassis battery, not the house battery. They do that for safety. I leave my house battery turned off all the time in storage, yet the step still extends/retracts every time I open the door.
How about this idea: while standing outside, hold a magnet at the door trigger to raise the step, and while holding it there disconnect the battery.
