Typically, the "Water Heater Pilot" led should come on momentarily and then go out when you turn your water heater on. If the led stays on (or comes back on shortly), that means that the pilot light is out (or didn't light) and needs to be relit; cycle the switch and try again.
Battery switch is likely giving you the battery charge level on both the house battery (top) and the chassis battery (bottom). Or the bottom is for a separate generator battery (unlikely)?
