Personally, I don't see it as a big deal but I wouldn't want to argue in front of a judge that they weren't in the "vehicle".
The only advanatage you have is the LEO's are unlikely to see them if they are lying down in bed, so unless you get pulled over for some other reason, the odds of getting a seatbelt ticket are low.
Of course most school buses don't have seat belts and public buses let you stand up, so it all get's a little silly.
