The simple answer is: A combination of laziness and stupidity.
Same thing happens at car dealers and tire shops ALL THE TIME.
Sometimes even after I remind the service advisor to READ THE STICKER.
I sometimes check them before leaving the lot and complain and get it corrected right there in the "check out" lane. They don't like that very much.
