I had a similar problem with a 1977 Pace Arrow on a Dodge chassis, 440 engine.
since I didn't want to admit it was a radiator problem, I tried everything.
finally, I gave up and removed the radiator. When I moved the A/C condenser aside, I discovered the radiator looked like a mud wall.
After the radiator shop cleaned it I had no further heating problems.
