In NM, the state, county and city roads are lousy. Only place that I have seen similar was that one time we went to Buffalo NY and saw a "pothole" that could have swallowed our Cadillac. NM towns don't have drainage ditches or sewers to divert water off the roads. The roads ARE the drainage for the water. But as I have been told by city workers, "It's doesn't rain enough to make it a problem except when it rains." No one cares, so no one bothers. The resurfacing goes to the lowest bidder (or relative) so it really doesn't matter.
