Although idk anything about the NE US specifically, if it's calling and you'll be comfortable there then go for it.
But if you're not totally connected to it, there's 100 different areas west of the Mississippi that are great and decent cost of living.
Getting a C seems like a good idea, but it will be difficult to not have a daily driver vehicle. Consider that.
