Not a doofus at all,as you know the early ones had a hole in the front for storage under the seat.
CA has a history of deleting things on their builds that caused problems or making repairs necessary.
Some examples are,over cab window,a family member has one of a early ones a 28A with a window,also the rear window and the window in the door.
Some things they fixed or added on the newer ones.One is the storage space for the dinette post under the front dinette seat. Also the older ones have a solid bed over the drivers area where the newer ones have a fold up bed.
Their builds are well thought out to be spartan and low maintenance, reducing downtime to keep them on the road making money.
Nothing you said justifies why they fully closed off that area underneath that cushion; otherwise, I agree with your thoughts. Yes, things changed over time to reduce replacement costs and to increase functionality/reliability; however, the lack of access to this storage spot does neither. ...or maybe it does, and I'm the doofus.
