Anyone have this hot water issue?
Is this a normal tank style water heater? If so, check that the bypass valve for winterizing isn't opened. Rather obviously, with a tank holding a few gallons, there isn't any way physically speaking for the temperature of the water from the heater itself to vary up and down in a matter of seconds, so it's a problem with the plumbing system somewhere.
(If it's one of those "ten gallon" water heaters that holds six gallons but heats it extra hot and has a thermostatic mixing valve to produce normal hot water at the output, it could conceivably be that thermostatic mixing valve.)
