Is this a normal tank style water heater? If so, check that the bypass valve for winterizing isn't opened. Rather obviously, with a tank holding a few gallons, there isn't any way physically speaking for the temperature of the water from the heater itself to vary up and down in a matter of seconds, so it's a problem with the plumbing system somewhere.
(If it's one of those "ten gallon" water heaters that holds six gallons but heats it extra hot and has a thermostatic mixing valve to produce normal hot water at the output, it could conceivably be that thermostatic mixing valve.)
Drew- you were right. I missed opening the top valve on the tank. Silly mistake. I'm sure that will correct it once I get my new pump installed I'll test. Thanks for the quick and helpful response.
Otherwise I love it. I added two Trojan 6v batteries to the system and I can easily go 10+ hours with the fridge running between any charges. Towing was wonderful compared to my old gas class A.
