I would disagree, Any leak problem is not a minor issue, in my book.
If it has been leaking for years, you could well have extensive dry rot issues.
And no they don't all do it. I would pass on that one, I think.
It would not be a yearly maintance issue so much as a no maintance issue on the roof.
