The vehicle had to be moving at a high speed to smash through the cable barrier. If it were creeping along, the barrier should have held.
It is kind of everyone to say the operator was not speeding, but my observation errs on the side what I've seen in real life, getting passed all the time by rigs just like that, as if I were standing still while traveling 60mph.
