tire replacement

looking to buy first used class a MH. 2006 Winnebago with 21K miles. Tires looked great. I ask the dealer if they were original tires and he said they were not that they had been replaced in 2011. Are tires to be changed according to time rather then miles?
just trying to get expenses in order. thank for any help

    Tires should be good for about 7 years from date of manufacture. Would not take dealers word, check for your self by getting the date manufactured off the tire sidewall.
