It would be easy to assume that the rotation is to move the high spot to the other side, but that's not the purpose. It is common for the tire not to seat exactly centered. Plus it stretches slightly after inflation. Deflating and rotating simply give the tire a second chance to seat more centered after the bead has stretched.
X2 Rotate the tire on the rim and reseal. Sometimes the wheel and tire vibration can be resolved by repositioning the tire on the wheel.
