- BumpyroadExplorerjust heard a listing of the most unreliable vehicles. Mini was at the bottom, next Dodge, then Land Rover.
bumpy - RayPayneExplorerI have to wonder if that would be a wise idea or not. Something that isn't designed for road use could be rather problematic to tow on the highway. Alignment for off-road use is nothing like on road use. The tires also aren't made the same way so long highway runs could just eat the tires.
Perhaps you could consider something that is built on a car chassis, but could offer the same sort of end result. A Mini Moke is a real car even though it's not much bigger than two seat quad. Since it's a production car you can also plate it anywhere, and drive it on any road. They are a little hard to find but may give you better results in the long run.

Polaris at one time had one set up for 2 up riding. You can get the kits for other brands fairly reasonable. Anyhow in AZ they can be licensed for use on streets, tried to find out if other states would recognize the license plate and found many WOULD NOT! Utah only allows them on roads in ares with small populations and other states either said no or had some conditions to meet. AZ also will license golf carts, but again will depend on the state you are in. The 4wheelers like razors and such may be bigger than what you want and again will have to be approved for road usage, which the ATV's are not!
