What are your transportation needs? In that model year range, most compact and mid-size GM sedans, and compact SUVs are towable with automatic transmission, and many sub-compact sedans are towable with manual transmissons. Include the Chevy HHR, as it is really just a different body on the compact Colbalt platform.
The Honda CR-V is quite popular with our RV crowd, which seems to like compact cross-over SUVs, although the Chevy Equinox in the same model year range is just as easily towable.
Folks who want off-road capability like to tow the 4x4 Jeep Wrangler, but if you are looking for a bit more comfort, the 4x4 Liberty is just as towable, if not quite as off-road capable.
All these work for up to 4-5 passengers. If your towed vehicle needs to carry more people, or heavier loads, then the choices become more limited, and you need to be more specific about what you want to do.
My towed vehicles have been outside your model year envelope: a 2001 Ford Ranger pickup when I needed a pickup for rental property maintenance, and a 2012 Honda Fit which better suited day to day transportation needs. Both were manual transmission, a personal preference, but also a towing necessity for the Ranger.
Doesn't matter much where you are, most of these options are readily available anywhere in the U.S., particularly the GM compact and mid-side sedans.
