Assuming you aren't overloaded, the steady speed on level ground should have the same RPM "on" or "off". This assumes the overall drivetrain is sufficient to comfortably hold in top gear.
If anything, I would expect the RPM to be higher with it "on", as it might hold in a lower gear. Same speed in a lower gear will result in higher RPM.
