when towing a vehicle behind a DP what is the allowed amount of difference between the towbar and the bracket pins as far as height distance goes?

I think too many people don't know that all receivers are rated. They just grab any ole one off the shelf at Walmart.
They need to check what the class rating is for each one. They may look all the same but are not. Same goes for the hitch itself.
