Most states basically ignore RVs towing trailers with a couple of exceptions, CA and OR. Had a friend get stopped in CA and taped for length. He was 18" over length and was cited for over length.

Idaho Tote though a tad expensive, is NOT considered a trailer so you would not be double towing. It would carry the bikes and then the Jeep would be flat towed behind that. BUT, you are going to be over the 65' limit most states have and you are NOT eligible for an over length permit, because you are not a commercial carrier.
