Well, a new receiver can't be more than $150, so if they are going to reinforce the frame itself, as well and all the way forward for whatever it takes, then maybe that's not all that bad, but doesn't sound like that's part of the deal. I think I'd be shopping around some more and maybe find a welder that moonlights after hours in a little shop behind his house.
