Forget I said anything about commercial vehicles as it doesn't matter anyway. Whether you are commercial or private you have to comply with the braking performance charts in the Florida statute. I can't find where Florida law defined "Drive away- Tow Away Operation" so I gave you the Federal definition. I'm sure that's what Florida uses, but it doesn't matter. Whether you are a commercial tow truck towing broken down cars or a motorhome with a toad, you still are required to be able to comply with the performance chart. If you can't, then you have to use aux brakes per the law.
