2. Maybe and maybe not, depending on the design of the sender. Some (at least some used on cars) are only active when the tires are rotating. Others (again, at least some others used on cars) are active whether they're mounted or not. This is partly because being attached to a tire with no air pressure and being detached from the tire are often indistinguishable to the sender, and you definitely want to detect and warn of the former case.
